Necessity of a new public safety program around dams in Korea |

In October, 2017, according to a report by the National Assembly of Korea, a total of 73 people died in the reservoirs managed by a dam management public enterprise for the last 5 years, however the efforts of the government and the dam management organizations such as Korea Water Resources Corporation and Korea Rural Community Corporation to reduce deaths or accidents at dams and reservoirs are significantly lacking. Though there are around 18,000 dams including about 1,200 large dams in the nation, as in many nations, Korea has an overlook tendency towards public safety at and around dams, and indeed no any formal policies or guidelines for addressing public safety around dams. This paper presents recent statistics on accidents at or around dams or reservoirs in Korea, and current status of public safety system being operated by the responsible governmental and public organizations. In addition, some policies and legal frameworks to be improved near future are discussed. |
