As economic development and urbanization, people have enjoyed various conveniences that the city provides. At the same time, urban population have been more concentrated and urban issues have been occurred in various fields: water, environment, energy, transport, safety, culture.  Republic of Korea(ROK) has more than 90% of the population in urban area, and has been suffered from many urban problems including the distortion of water cycle, water pollution. Thus, Korean government has tried to solve those urban issues by creating a smart water city, which uses different types of electronic data collection sensors to supply information which is used to manage assets and resources efficiently. This includes data collected from citizens, devices, and assets that is processed and analyzed to monitor and manage community services including water supply networks, waste management. A Smart Water City provide better living environment to people. 
This study attempts to estimate the economic benefits accuring to the public in Republic of ROK from Smart Water City. To this end, contingent valuation surveys were conducted with a random sample of 800 households in ROK, and a spike model was applied to dealing with a considerable amount of zero willingness-to-pay(WTP) observations(53.6%). The results show that the mean WTP for SWC is estimated to be 5,185 Korean won per house (USD 4.6) hold per year. This information can be utilized in decision-makings or public relation to Smart Water City.
