According to statistical data on natural disasters for the period 1987-2016 provided by Asaian Disaster Reduction Center (ADRC, 2016), water-related disaster (flood and storm) is dominant in occurance, killed, affected and economic damage at 70.9%, 78.9%, 84.5% and 38.7%, respectively and this disaster trend is the same as in Korea, In this context, it is very natural that disaster management in each country is concentrated on flood, storm and earthquake, rather than other types. Therefore, this study proposes a disaster management platform for waterside infrastructures (WINS+). WINS+ can provide multi-fuctions required in disaster management cycle, i.e. prevention-preparedbess-response-recovery, and in addition safety evlauation in real-time, dissemination of damage information and provision of emergency recovery actions for damaged water infrastructures in single platform. The proposed disaster managemnet platform is built on the perception of UN Plan od Action on Disaster Risk Reduction for Resilience towards a Risk-informed and Integrated Approach to Sustainable Development, and it is expected that the resilience of cities and waterside infrastructures themselves will be increased when the proposed disaster management platform is used. |
