The Lake Shihwa has been provided various benefits to human community since her establishment. This artificial coastal lake with a long dike has both pollution and restoration histories along intensive coastal utilization and subsequent anthropogenic environmental stressors. The Lake is located on the eastern side of the Yellow Sea remarked by elevated human impacts.. This paper is intended to address both the past history and the on-going history of the Water City development on the surrounding area including the Lake. Some environmental issues have been still under severe considerations, e.g., sediment pollution. Some issues, however, have been believed to be greatly improved, e.g. water quality and polluted effluent. The latter is largely due to tremendous water exchange between inside and outside of the Lake since the operation of Tidal Power Plant. This is a case of human efforts to eliminate the severe adverse effects. The on-going integrated water city development project, Shihwa Narae, is including new environmental consideration such as waterway construction through the Water City from the Lake. In the outside of the Lake, the local governments such as Incheon Metropolitan City have been enlarging with on-going development and increased population. There are also intense coastal development plan, including the construction of a waterway to be operated by coastal seawater from the Yellow Sea. These city development projects include many advanced technologies to overcome pollution issues shown in the past development history. However, the potentially increased level of pollution loads could be still some challenges for the current environmental quality of the Lake. The on-going history around the Lake should be not only a challenge to secure resilient coastal environment, but also could be a best practice of coastal development to overcome the past suffering experience and to implement the sustainable approaches for the co-existence of human and nature.
