IPCC (2014) report stated that managing water resources in future is getting serious due to the rising temperature, spatio-temporal variation of precipitation caused by future climate change effect. In Korea, the most of precipitation occurs during summer wet season from June to September. For this reason, many multi-purpose dams are operated for flood control during wet period and for water conservation during dry period. Korea has invested a lot of funds for enhancing flood control capability of dams, meanwhile it is very vulnerable to drought as it is difficult to recognize the starting and ending points. We all know that it is impossible to fulfill the water supply perfectly by water resources planning and management. Hence, it is necessary to prepare an alternative in order to minimize the social and economic impact. One of the most efficiency way to handle the sustainable water supply is to construct new hydraulic structures such as multi-purpose dams. However, it cases damage on environmental and ecological system, and costs a huge amount of money. One can do operate and manage the existed hydraulic structures efficiently for sustainable water supply. Each multi-purpose dam has emergency storage. If it is prepared the criteria and guideline to use such emergency storage in case of extreme drought, it is very helpful to decrease the severity of droughts and increase the water supply capability. In this study, it is proposed the water supply reserve rate and reservoir operation technologies in order to mitigate the severity of droughts in advance. This study will be further extended considering future climate change conditions. |
