Revenue water ratio can be used to explain the current management status, but it is unsuitable for evaluating the appropriateness of goal. Therefore, this study used cost-benefit analysis, quantification theory, and linear planning method to replace revenue water ratio, the current leakage management goal, to develop and apply the optimal leakage management goal for Korea, which is a method of economic leakage level(ELL). |
