Under Korea's first Five-Year Economic Development Plan(1962), Ulsan was designated as the first industrial complex in the nation. Along with this, the water quality drastically fell with industrial wastewater and domestic sewage pouring into the rive without proper treatment. The Taehwa River Restoration Project was carried out under the leadership of Ulsan municipality. Its strong will and commitment was crucial to its success. The project has been mostly financed with general taxes and bonds from the central and local government. Starting in 1997, the municipality embarked on an array of local development projects establishing the goal of eco-city construction as a means to tackle the environment pollution. |
