Since 1970s, the Lake Sihwa was planned to develop as a part of the large-scale comprehensive reclaimed land and began to deteriorate after the completion of the seawall. In initial stage, Korean government established a national plan to eliminate absolute poverty and raise food self-sufficiency rate. In line with this the Sihwa district was selected as industrial sites, satellite cities and, agricultural lands. In 1985, the Lake Sihwa basin’s development began in earnest. When the seawall is completed in 1994, the Lake Sihwa became contaminated seriously due to the lack of wastewater flow prevention facilities and treatment facilities. The Lake Sihwa came to symbolize unprecedented water pollution and became a societal issue. To restore water quality, central government, ministries, locals and NGOs made collective action to improve water quality in the Lake Sihwa. |
