Many research and development organizations in the current era of globalization are promoting a competitive technology roadmap for setting the direction, strategies and the integration of research and development in the future. Technology Roadmap can be described as a powerful innovation based pursued coordination of strategies and activities, as well as to suggest the direction of research and development. Most of the technology roadmap of research and innovation are focused only on future technology development, deduction of core technology, while practical using of the technology roadmap is lack. This study is accomplished for the elements constituting the base technology of target system and technology based on water hazard information platform. It is develop for the application of the technology tree as method of performing for development of efficient target system. Derive standardized core technologies corresponding to the feature set for each target system, and proposed a way for a flexible system designed based on the open data base technology by creating the technology tree.
