Korea has attacked by typhoon in 2~3times periodically every year. To prevent these disaster, if various information are decided, this area’s channel routing model is run and then decision making is possible. The local government is possible to prepare the flood hazard in communiy scale.
First of all, the integrated water disaster management system is needed to control and management of flood. For that, the management procedure and it's contents is defined. ① integrated hydrological monitoring system has composed that is water level monitoring, rainfall monitoring(national and local government), reservoir monitoring and station information. ② water level analysis system has composed that is rainfall-runoff model and 1D-river hydraulic routing channel to estimate real-time forecast value. ③ Inundation analysis system has composed that is 2D-river inundation model, flood map and evacuation route to prepare extreme flood. ④ Decision-making support system has composed that is gate opening, up/down hydraulic structure DB, EAP DB and shelter DB to decide real action plan for population. These 4 major procedure and contents have to be constructed in integrated managemnet system. And then, if necessary, in the community or local scale area, additional items or contents are able to be necessary.
Like other nations, Korea has happened large scale's typhoon and frequent concentrated rainfall locally. So increment of flood frequency bring human property damage. Some small cities of Korea has close to shoreline, low elevation comparing with other sites, flow gate operation by tidal effect and vulnerable geographical keeping river flood drainage's difficulty. With reflecting these conditions, we have developed flood disaster management system in best fit local characteristics by above 4 major procedures and contents.
