The water-related disasters such as drought and flood have occurred more frequently than ever before all over the world. A report from the IPCC stated that the effects of climate change in the water sector are already observed, and predicted that the impact of climate change would significantly increase. Thus, water issues due to climate change have come increasingly to the fore, and are likely to grow in intensity, requiring new strategies for water management. Water can thus no longer be regarded as an unlimited natural resource, and must now be recast as an increasingly scarce economic resource. Water shortages are now directly connected with security issues, whether between regions or between countries. Accordingly, water issues are now a global problem, and will not be resolved through the efforts of a single country. Therefore, the global society should pool collective wisdom and find solutions based on the spirit of the global partnership. In particular, considering wide-ranging and far-reaching influence of water issues, each country should come up with specialized and integrated solutions for water management cooperation. |
