The management of rivers in Korea is very complicated. Chronicle natural disaster
(flood and drought) occurs every year and water quality has been degraded since
1960. In Korea, the social cost of natural disaster has been increased dramatically in
recent. The average flood damage cost is approximately $2.2 billion and $3.5 billion
to recover the damage in every year. In case of drought, possibly more broad impact
than flood, we do not even estimate the damage. Also, there are growing issues for
water quality and ecological issues of rivers. Furthermore, we are confronting an
uncertain climate change and we easily can expect that it makes us trouble to manage
rivers. This is why Korean government launched 4 Major Rivers Project in last year.
There are three main backgrounds of this mega project: first, preparing climate
change, second, grown growth with water, and finally regional economic
development in the rural area. Each river project is slightly different, it includes
dredging 0.52 billion m3, constructing 16 weirs and 3 dams, and bank reinforcement
(620km). The 16 weirs reserve almost 1 billion m3 of water in 4 rivers. It also creates
river oriented community development, public space for recreation. We are also
expecting that water quality and ecological system of rivers will be improved. Korean
government will invest almost 20 billion dollars for three years for this project. I
believe this is the first mega river project in the world in short periods and expecting
that we can create world’s best river management model in the near future. This is not
just for river, but also for regional economic growth and human welfare. It is a green
growth and new deal in 21C in Korea. In this paper, we will provide general idea,
background, detail project descriptions and economic rational of the project.
