Today, when we are faced with the threat of climate change, we need new paradigms in our water resources systems and policies. We need to prepare more definite action plan in the field of vulnerability assessment, adaptation policy, and the improvement of laws. For corresponding to the new paradigm, Korea government made a new vision for adapting climate change. 2020 vision is to build the proper country to respond climate change. And the goals consist of following three points. First, establish land-based protecting extreme flood damage. Second, build a water management system protecting abnormal drought. Third, build a river environment which holds clean water through the all seasons. Finally for the successful achievement of the goals and vision following strategies and measures are applied.
i) improve predicting technology of climate change and continuous monitoring technology, ii) construct disaster defense capability against extreme flood, iii) prepare water shortage defense capability against abnormal drought, iv) protect the rapid change of the river environment, and v) improve the systems and encourage the water savings. Additionally, we planned national water plan road map considering climate change in 3 stages such as vulnerability assessment, water planning for climate change as adaption strategy and integrated water resources planning. The short-term plan was constructed by stages 4 categories including hydrologic change outlook, vulnerability assessment, water resources planning considering climate change, flexible dam operation for adaptation. The long-term consists of 3 components of vulnerability assessment, adaptation strategy, and legal/institutional reform by 8 sectors of dam operation, watershed management, river management, flood/drought management, national water planning, administrative organization for water management, the 4 major rivers restoration project. Policies for climate change in the water sector should not be confined to a particular field, but must be devised comprehensively so that they consider all parts of society connected to water.
