The concept of value of water is evolved. This is basically based on the idea that real value of water is differ from the price of water use. The pricing system of water is government controlled rate, which means that not a market value but an endogenous variable. When we conduct cost-benefit analysis (CBA) we usually use current price instead of real value. And my research question is that whether the CBA is right or wrong for dam construction. The answer is ‘no’. The CBA should take into account the economical and social value of dam construction. This is not only water supply benefits, but also recreational and environmental use of water. The estimated value of water is much higher than the actual price and the people’s willingness to pay for additional use of water is positive value. Therefore, new method should be applied for the valuing dam construction, so called non-market valuation. |
