Intergrated Water Resource Management (IWRM) is procedure helpful to solving water
problems in a cost-effective and sustainable way. Korea is in a worse situation than
other countries in various aspects with respect to the use and management of water
resource. Korea′s water supply strategies established with its economic development
plans since 1960 has undeniablly become a stepping-stone to its rapid economic growth.
However, many social problems related to water resource that have recently arisen have
required a more integral view of the problems, and thus Korea is in a desperate need
of the adoption of the IWRM concept and its implementation. In Korea water management
and water control especially are operated separately, becoming a big obstacle in
reality to the close cooperation between the concerned ministries. Therefore, this
study established a Korean concept of IWRM and offered a method to establis an
integrated watershed management system for small watersheds. This research especially
looked into the method to secure the funds of the management subject of IWRM that is
the most important element to the implementation of IWRM for small watersheds.
