Recently water security has become a major issue because the frequency of disasters such as floods, droughts, tornadoes, and hurricanes has increased due to the global warming and climate change. Furthermore, it has been difficult to secure new water resources because of the limitations of the water resources development, and the conflict between stakeholders due to lack of water has emerged as factors that inhibit the stability and equity of water supply. For such reasons, the need to develop the advanced technology for river flow management is constantly increasing to solve the water problem. In this study, the detailed water balance analysis was carried out in standard basin to deviate from the existing regional or mid-regional research. The water balance analysis method was applied to the stream reach of Sapgyocheon basin in South Korea. The water right pilot surveys for all facilities have been completed in the study area as well as Ansungcheon basin (Ministry of Land, Transport and Maritime Affairs, 2010). Those investigations were composed mainly of location, capacity, type and management status of the water use facilities to take in whole current state of water right allocation. |
