This paper presents the development of the community scale flood disaster management system that has been operated at the Pyeongtaek City, Korea since 2007. The system includes a basinwide real-time hydrologic monitoring, flood forecasting that takes the discharges from reservoirs at the upper basin and backwater from the lower basin into account, and decision support for the operation of water gates along the levees and evacuation of residents from the risky areas. In this system, HEC-1, the hydrologic forecasting model is used for the prediction of flood water levels of two control points, that are the upstream boundary conditions for the FLDWAV, hydraulic simulation of dynamic water profile along the river in the Pyeongtaek City. In this forecasting, downstream boundary condition is the predict water level at the estuary lake. Evacuation of residents from the risky area is based on the digital flood hazard map. |
