The Human Resources Development Center is committed to addressing global water issues and contributing to the international community by sharing K-water’s outstanding water management technologies and know-how which has been accumulated based on 50 years of water management experience.
Since its first session in 1997, the Human Resources Development Center has produced 5,376 international alums from 124 countries as of the end of 2023 and shared water resources management capabilities along with water resource development and management technologies that are due to Korea’s economic development.
We provide lectures on all areas of water management, from policy establishment to construction and operation management, related field training and practice, curriculums in which participants specify water issue-solving tasks for each country, establish alternatives and action plans along with various cultural experiences and activities by visiting Korea’s economic and cultural centers such as Seoul and Busan, making efforts to create a pro-Korean network around the world.
We provide customized education services based on the analysis of water-related demands in recipient countries through water-related reports published by international organizations or our international alumni.
Along with theoretical lectures provided by instructors, which include not only professors of the HR Development Center but also water experts from in-house instructors, researchers who are in charge of water management in K-water, and the managers of overseas projects and academia, we provide practical training to our trainees based on ICT-based water management know-how and high-quality infra on-site training at the Water Safety Center where 231 items of water quality inspection are available on 20 multi-purpose dams and 48 metropolitan water service facilities.
We provide three different types of training courses customized to overseas water-related public officials on commission from international organizations, including KOICA (Korea International Cooperation Agency), World Bank, ADB (Asia Development Bank), UNESCO-iWSSM, and local governments.
K-water’s Flagship Program is focused on capacity-building courses based on K-water’s water management know-how and experiences in training operations. As a standard course that is centered around the representative courses in each field on major water-related issues in the interest of many countries, the courses include lectures, on-site activities, and practice and experience programs.

The customized training program is tailored to the needs of the requesting organization and is based on careful planning by K-water’s experts and the customized courses will be based on the specific training needs on the requesting organization and the level of trainees.
We provide education consulting services to boost the sustainable capabilities of organizations in need, along with curriculum management. We also provide design services, including a local training system, institutions, and roadmaps, by dispatching expert groups and diagnosing the operation status during the consulting process. Recipient organizations can apply the consultation results to their work, and K-water can support their continuous capacity development by conducting performance assessments and providing feedback. Consulting could range from more than 3 months, 1 year, or multiple years, depending on consulting contents.
